Sex-offender omnibus act (registration requirements, residency restrictions near schools and playgrounds, background checks for child-care and school employment, treatment programs and conditional discharge, probation and parole monitoring, violent-offender sentencing minimums, and preemption of local sex-offender ordinances). Section 2 is the DNA provision: it amends KRS 17.170 to delete the phrase "on or after July 14, 1992," so the DNA collection mandate reaches every person convicted of a felony offense under KRS Chapter 510 or KRS 530.020 regardless of when the conviction occurred, rather than only those convicted after the 1992 act took effect; collection procedures (blood, oral swab or other noninvasive sample, medically approved personnel, packaging to Kentucky State Police forensic laboratory standards) carry forward unchanged.
