AS: An Act Clarifying the Registration of Offenders Act (S.B. 28-9, P.L. 28-2, 2003)

Core Database Legislation

Amends A.S.C.A. §§ 46.2801, 46.2802 and 46.2804 (Title 46, Chapter 28 — Registration of Offenders). As amended, § 46.2801(a) requires any person convicted of an enumerated offense committed against a victim under 18 to register name, identifying information and current residential address and to “provide fingerprint, photograph, and any requested body fluids” to the Department of Public Safety corrections division warden. The “body fluids” clause is the earliest biological-sample collection authority identified in American Samoa law; it does not name DNA, create a databank, or reference CODIS.
