Repeals Title 46, Chapter 28 A.S.C.A. in its entirety and replaces it with a new Chapter 29 implementing the minimum standards of SORNA (Title I of the Adam Walsh Child Protection and Safety Act of 2006, Pub. L. 109-248). The DNA provision is at new § 46.2910(c): if a covered sex offender's DNA is not already contained in the Combined DNA Index System, the offender “shall provide the Attorney General's Office or designee a sample of his DNA,” and any sample obtained “shall be submitted directly to the FBI for submission in CODIS.” This is American Samoa's only express DNA-collection mandate; the territory operates no DNA database of its own and routes all samples to the FBI. Also establishes tiering, duration and verification schedules, and a public registry website.
