TX: An Act Relating to the Rights of Victims of Sexual Assault and Other Sex Offenses — Limited Consent DNA Testing (HB 1422, 89th Legislature, 2025)

Addresses the rights of victims of sexual assault and other sex offenses, together with the prosecution, punishment, and collateral consequences of certain sex offenses. Establishes a limited-consent DNA testing program allowing analysis of a sexual assault evidence collection kit even where no police report has been filed. Passed the House 139-1 (May 15, 2025) and the Senate 31-0 (May 25, 2025). Effective September 1, 2025; evidence collected before December 1, 2025 remains governed by prior law.
