Lawfully Owed DNA Legislation

Addresses the rights of victims of sexual assault and other sex offenses, together with the prosecution, punishment, and collateral consequences of certain sex offenses. Establishes a limited-consent DNA testing program allowing analysis of a sexual assault evidence collection kit even where no police report has been filed. Passed the House 139-1 (May 15, 2025) and the Senate 31-0 (May 25, 2025). Effective September 1, 2025; evidence collected before December 1, 2025 remains governed by prior law.
