Substitute House Bill 1326 (“Jennifer and Michella’s Law”), amending RCW 43.43.754: authorized submission of DNA samples from deceased offenders; authorized municipal jurisdictions to submit samples for municipal offenses equivalent to qualifying state offenses; required the Department of Corrections and Department of Children, Youth, and Families to collect samples at intake (or as soon as practicable); expanded the crime of refusal to provide DNA to all offenses where DNA is required; redirected collection priority to offenders who have not yet had a sample taken and are soonest to be released; and required non-incarcerated offenders to be ordered to report for collection, with refusal a gross misdemeanor.
