About Lavinia B. Masters

Dr. Lavinia B. Masters is an internationally recognized survivor advocate, legislative leader, and nationally respected voice for DNA justice reform. A survivor of sexual violence whose own sexual assault kit remained untested for more than two decades, Dr. Masters transformed personal tragedy into a lifelong mission to improve the criminal justice system for survivors.

Her advocacy has influenced policy at the local, state, national, and emerging global levels, championing reforms in forensic DNA testing, rape kit accountability, survivor notification, and trauma-informed justice practices. She is the namesake of The Lavinia Masters Act (Texas HB 8), landmark legislation that strengthened Texas's response to sexual assault evidence and survivor rights, making her the first living Black woman in the United States to have a law named in her honor.

As Co-Executive Founder of Hope S.A.V.E.S.H.E.R., Dr. Masters works alongside law enforcement, forensic scientists, legislators, prosecutors, healthcare professionals, and advocacy organizations to advance policies that expand access to justice through DNA technology. Her signature initiatives—including Justice in My Genes and the Restored Evidence Initiative—equip professionals and communities to use science, legislation, and survivor-centered practices to transform systems of justice.

Through keynote presentations, legislative testimony, strategic consulting, and international collaborations, Dr. Masters continues to advocate for a future where DNA is not merely evidence—it is a pathway to truth, accountability, healing, and hope.
