Comprehensive criminal record sealing and expungement act; amends Va. Code § 19.2-310.7 to provide that entry of a sealing order under § 19.2-392.7, § 19.2-392.12, or new § 19.2-392.12:1 does not serve as grounds for expungement of a person's DNA profile or any records in the DNA data bank relating to that profile; retains at § 19.2-392.13(C)(xii) the authorization to disseminate and use sealed records to administer and utilize the DNA Analysis and Data Bank under Va. Code § 19.2-310.2 et seq.; creates automatic and petition-based sealing processes, adds §§ 19.2-392.6:1 and 19.2-392.12:1, and repeals § 17.1-205.1, with the principal provisions effective July 1, 2026.
