Section 5 amends 14 V.I.C. § 1724(b) to replace the requirement that a registered sex offender “appear in person at” the Department of Justice with a written-notification requirement, and to substitute a detailed international-travel notice regime for the prior “as may be required by the Attorney General” language — telephone or written notice before departure for trips of 48 hours or less, written notice at least 24 hours before departure for longer trips, and written notice on return. The balance of the act concerns insurance, retirement, tobacco excise taxes and appropriations.
