Omnibus measure whose Section 7 amends 5 V.I.C. ch. 345, § 4203 — the collection provision of the Virgin Islands DNA Database and Databank — by redesignating subsection (e) as (f) and inserting a new subsection (e): “For purposes of this section, a DNA sample must be taken from the person using the 'buccal swab' technique only.” The amendment eliminates blood draws as a collection method and follows four months after Act No. 7871 extended § 4203 collection to persons charged with an applicable offense. The remainder of the act concerns hotel development financing, zoning, scholarships, community reinvestment appropriations, road funds and traffic fines.
