Amends 5 V.I.C. subtitle 3, part II, chapter 345, sections 4201 and 4203 to permit collection of a DNA sample from any person charged with an applicable offense, extending the Virgin Islands DNA Database and Databank beyond post-conviction collection to charge-based collection; recites the Katie Sepich case in its findings.
