Expanded the federal 'qualifying Federal offense' definition through § 503 of the USA PATRIOT Act, rewriting § 3(d)(2) of the DNA Analysis Backlog Elimination Act of 2000 (42 U.S.C. 14135a(d)(2)) to treat as qualifying offenses any terrorism offense listed in 18 U.S.C. 2332b(g)(5)(B), any crime of violence (18 U.S.C. 16), and any attempt or conspiracy to commit them.
