Enacted the Liza Fletcher Act, amending A.C.A. § 12-12-1006 to expand mandatory arrestee DNA collection from a short list of enumerated offenses to any felony offense, and authorizing State Crime Laboratory-approved receiving detention facilities to analyze arrestee samples on site using Rapid DNA technology rather than sending them to the lab (samples so analyzed are exempt from Data Bank retention). Also permitted a DNA sample as a condition of a plea reduced from a qualifying offense and created a mechanism to compel a noncompliant person to provide a sample. Act 392 of 2023.
