Created Executive Law Article 49-B, establishing the Commission on Forensic Science, the DNA Subcommittee, and the State DNA Identification Index, and defining 'designated offender' at Exec. Law § 995(7) as the class required to submit a DNA sample. Effective January 1, 1996.
