Nebraska State Patrol rules governing the state DNA Database across nine sections. Collection agencies obtain kits from the NSPCL free of charge; persons subject to collection are defined in Neb. Rev. Stat. 29-4106 and costs are credited to the State DNA Sample and Data Base Fund. Only one offender may be in the collection area at a time. Samples are logged into LIMS with a unique identifier, buccal stored at room temperature and blood refrigerated until spotted on FTA paper. Analysis by the NSPCL or a contract laboratory follows the DNA Identification Act of 1994, the FBI QAS for DNA Databasing Laboratories and the NDIS Operational Procedures. On expungement under Neb. Rev. Stat. 29-4109, recipients must comply within 10 calendar days and certify in writing.
