Expanded postconviction DNA testing by amending C.R.S. §§ 18-1-411 through 18-1-416: broadened eligibility from only incarcerated persons to any convicted person (including those on parole or probation, sex-offender registrants, and those who have completed their sentence) and allowed applications at any time; replaced the 'actual innocence' showing with a reasonable-probability standard for ordering testing, authorized successive petitions, required court-ordered testing by the Colorado Bureau of Investigation (or another accredited lab on good cause) with database searches on request, and required a hearing within 30 days of a favorable result. Ch. 15. Effective October 1, 2023.
