Creates a new section of KRS Chapter 17 (codified at KRS 17.170) requiring that any person convicted on or after the effective date of a felony offense under KRS Chapter 510 (sexual offenses) or KRS 530.020 (incest), and permitting that any such person in the custody of the Corrections Cabinet on the effective date, have a blood sample taken by the Department of Corrections for DNA law enforcement identification and inclusion in law enforcement identification databases; requires samples to be obtained in a medically approved manner by a physician, registered nurse, phlebotomist, medical technician, or medical technologist and packaged and submitted in containers provided by the Department of State Police forensic laboratory under its administrative regulations; grants civil immunity to authorized persons drawing blood. This is Kentucky's foundational forensic DNA collection statute.
