Authorized the Attorney General to award grants helping states implement DNA arrestee-collection processes (42 U.S.C. 14137 et seq.), covering arrestees or charged persons 18 or older for homicide, sexual, kidnapping, burglary, and aggravated-assault offenses, funding up to 100% of first-year costs and capped at $10 million per year for FY2013-2015; conditioned grants on written expungement notice, public posting of expungement criteria, and decisions on expungement requests within 90 days.
