Reauthorized and amended the Justice for All Act's DNA and forensic programs: directed that at least 75% of Debbie Smith appropriations for FY2018–FY2021 fund backlog-reduction and capacity grants and at least 5% fund SAFER Act rape-kit audits and tracking systems; reauthorized the Kirk Bloodsworth Post-Conviction DNA Testing Program at $10 million per year for FY2017–FY2021 with strengthened certification requirements; reauthorized DNA research, FBI DNA programs, missing-persons DNA identification, and sexual assault forensic exam grants; and amended federal post-conviction DNA testing (18 U.S.C. 3600), including mandatory CODIS upload of exculpatory profiles.
