Created Oklahoma's arrestee-DNA collection mandate by enacting 22 O.S. § 210, requiring every person 18 or older arrested for a felony to submit a DNA sample on booking into a jail or detention facility (subject to available funds); the sample may not be analyzed and must be destroyed unless a valid felony warrant, a judicial probable-cause finding, or a failure to appear supports it, with automatic expungement if no charge is filed or charges are dismissed. Also amended 74 O.S. § 150.27a to add arrestees to the OSBI CODIS Database and 20 O.S. § 1313.2 to impose a $150 DNA fee. This moved Oklahoma to pre-conviction (arrest/booking) DNA collection.
