IA: An Act Relating to Postconviction DNA Profiling Procedure (HF 734, 2019 Acts, Ch. 149, 2019)

Amends Iowa Code chapter 81 to permit a defendant convicted of a felony or aggravated misdemeanor who has not been required to submit a DNA sample for profiling to apply to the court for an order requiring DNA profiling of evidence collected in the case; requires DNA analysis to be conducted within guidelines generally accepted by the scientific community and permits the state to require the defendant to provide DNA samples for comparison; revises the chapter 81 definitions. Reverses Iowa's prior bar on updated postconviction DNA testing.
