Moved Utah to booking-based (pre-conviction) DNA collection for ALL felony arrests: amended §§ 53-10-403, 53-10-404, and 53-10-404.5 to permit collection at booking for any felony from May 13 through December 31, 2014, and to REQUIRE collection at booking for any felony arrest on or after January 1, 2015. The specimen may not be processed until bindover after a preliminary hearing, waiver of the hearing, or indictment, and a $150 fee is charged on conviction — replacing an enumerated booking list with universal all-felony arrestee collection, a threshold only a minority of states authorize. HB 212, 2014 General Session; operative January 1, 2015.
