Amended Utah Code §§ 53-10-403, -404, -406 and 78-3a-904 to extend the DNA specimen requirement to offenders on probation, parole, or incarcerated in Utah on or after July 1, 2003 for out-of-state or federal convictions equivalent to qualifying Utah offenses; specified that county sheriffs collect specimens from qualifying jail inmates (retaining $15 of the $75 fee), reclassified DNA specimen records as protected, and required fingerprinting of juveniles 14 or older who must provide a specimen. HB 107, 2003 General Session. Effective July 1, 2003.
