Act 14-76) and in the parallel DNA Sample Collection Emergency Act of 2001 (D.C. Act 14-77), striking “(misdemeanor sexual abuse);” and inserting “(misdemeanor sexual abuse) where the offense is committed against a minor;”. Despite the “technical amendments” vehicle, this is a substantive contraction of the DNA collection population; the limitation was reversed in 2009 by D.C. Law 18-88, which restored misdemeanor sexual abuse to the list without the minor-victim qualifier.
