DC: Secure DC Omnibus Congressional Review Emergency Amendment Act of 2024 — Pre-Conviction DNA Collection and Rapid DNA (B25-823, D.C. Act 25-490)

Congressional-review emergency act, enacted to prevent a gap in coverage between the expiration of the 90-day emergency act (D.C. Act 25-410) and the effective date of the permanent law (D.C. Law 25-175) at the close of the 60-day congressional review period. Section 22 carries the same new sections 2a and 2b of the DNA Sample Collection Act of 2001 — charged-defendant and convicted-offender DNA collection, the probable-cause precondition, FBI-laboratory routing, automatic destruction and CODIS expungement on non-conviction, and the Rapid DNA waiver referenced to 34 U.S.C. § 40703(c).
