The District's founding forensic DNA statute, codified at D.C. Official Code § 22-4151. Its entire operative content is a 46-paragraph enumerated list designating D.C. Code offenses as “qualifying offenses for the purposes of DNA collection under the DNA Analysis Backlog Elimination Act of 2000, approved December 19, 2000 (Pub. L. No. 106-546; 114 Stat. 2726).” Three structural features set here persist: the District legislated a list rather than a program — no collection agency, no local index, no analysis mandate, no expungement provision and no penalty, with the federal Backlog Elimination Act supplying all machinery; collection is conviction-only; and offenses are enumerated individually rather than categorically. There is no familial-search prohibition in the enrolled original.
