Defines 'knowing misconduct' and 'significant event' by crime laboratory employees; requires an employee to report witnessed or discovered wrongful action to the laboratory director or supervisor within seven days and requires the director to investigate, compile a list of all cases the employee worked on, and issue a written final report; requires notice to district attorneys, defendants, and Victim Rights Act victims; requires a retrospective final report by September 1, 2025 covering investigations between July 1, 2014 and July 1, 2025; establishes a right to counsel, discovery, and a post-conviction relief petition process under which a court must vacate the conviction and grant a new trial if the defendant proves wrongful action material to the case; makes investigation records criminal justice records; appropriates $140,433. Enacted in response to the Colorado Bureau of Investigation DNA analyst misconduct matter.
