AS: An Act Amending the American Samoa Sex Offender Registration and Notification Act — Tier II Registration Periods (S.B. 35-12, P.L. 35-4, 2017)

Amends A.S.C.A. § 46.2909 to remove the ability of Tier II offenders to reduce their registration period to 10 years on a clean record, bringing American Samoa into substantial compliance with SORNA, which permits reduction only for Tier I offenders and for Tier III juvenile adjudications. Contains no DNA-specific text, but it is the operative amendment to the registration chapter that carries the territory's sole DNA-collection duty at § 46.2910(c); the SMART Office expressly included this October 2017 amendment in the review that found American Samoa substantially implemented SORNA.
