State base-budget appropriations act whose Part 17 carried several DNA measures: amended G.S. 15A-266.3A(f) to enlarge the list of violent felonies for which DNA is collected at arrest (adding common-law and train robbery, additional assault and firearm-discharge offenses, and others); amended the DNA Database annual reporting requirement (G.S. 15A-266.5(c)) to report on a fiscal-year basis by September 1, including arrestee records entered and expunged and arrestee database hits leading to arrest; directed the Joint Legislative Oversight Committee on Justice and Public Safety to study extending DNA collection to all felony arrests; and barred the State Crime Laboratory from filling vacant positions with sworn personnel.
