First substantive expansion of Washington's one-year-old DNA law: amended RCW 43.43.754 and 43.43.758 to close the collection gap for offenders in local custody by making counties responsible for drawing blood samples from sex/violent-offense convicts confined in county jails (and DOC responsible for those in its facilities) before release, and authorized jail and DOC administrators to conduct the sampling. Emergency clause; effective immediately upon passage in March 1990. Ch. 230, Laws of 1990.
