Amended Pennsylvania's DNA statute (44 Pa.C.S. §§ 2302-2321) to make DNA submission mandatory regardless of court advisement (§ 2316(d.1)) and to extend the collection mandate to persons on probation or parole, not only those incarcerated (§ 2316(b)(3)); added § 2316.1 conditioning acceptance of offenders transferred from other jurisdictions on providing a sample within five days, and broadened post-conviction DNA testing (42 Pa.C.S. § 9543.1) to any convicted individual. Also expanded the 'other specified offense' definition (§ 2303) to add first-degree and enumerated second-degree misdemeanors, extending collection beyond felonies to certain misdemeanors (effective December 1, 2019).
