Expanded Vermont's conviction-based DNA collection by broadening the statutory 'designated crime' definition (20 V.S.A. § 1932) beyond felonies to include domestic assault, stalking, reckless endangerment, sex-offender-registrable offenses, abuse-prevention-order violations, and misdemeanor vulnerable-adult abuse; amended § 1933 accordingly and added destruction of a sample when the felony charge that triggered collection is downgraded to a qualifying misdemeanor.
