UT: An Act Expanding Utah’s DNA Database to Felonies and Class A Misdemeanors (HB 154, 2002)

Overhauled Utah's DNA-collection statute (§§ 53-10-403 to 53-10-406), replacing the prior short list of enumerated sex offenses and murder with a requirement that any person who pleads guilty to or is convicted of ANY felony under Title 76 (plus attempted/Class A burglary and sexual abuse of a minor), and any juvenile 14 or older adjudicated for such an offense, provide a DNA specimen — making Utah's database a broad all-felony conviction-based system. Added saliva as an acceptable specimen and created the DNA Specimen Restricted Account funded by a $75 collection fee. Effective July 1, 2002.
