Expanded New Jersey DNA collection from enumerated offenses to all indictable crimes: amended N.J.S.A. 53:1-20.20 to require a biological sample from every person convicted or found not guilty by reason of insanity of any crime, and every juvenile adjudicated delinquent for an act that would be a crime, including retroactive collection from those already under supervision; also created the New Jersey Forensic DNA Laboratory Fund financed by a new $2 motor-vehicle penalty. This moved New Jersey to universal felony-level (indictable-offense) collection. P.L. 2003, c. 183 (A2617); approved September 22, 2003.
