WA: An Act Establishing Washington’s DNA Identification System (SB 5375, Ch. 350, 1989)

Established Washington's DNA identification system from scratch, adding sections to chapter 43.43 RCW directing the Washington State Patrol, with the University of Washington School of Medicine, to build an FBI-compatible DNA identification database and — after July 1, 1990 — to collect a blood sample from every person convicted in superior court of a sex or violent offense before release or transfer. Created a rules oversight committee and appropriated $610,000 for the 1989-91 biennium. The enabling act that created the state's DNA database and its original convicted-offender collection mandate.
