Established New Jersey's DNA database and databank by enacting the DNA Database and Databank Act of 1994 (N.J.S.A. 53:1-20.17 et seq.) under the Division of State Police and linked to CODIS; required that, on or after January 1, 1995, every person convicted of aggravated sexual assault, sexual assault, aggravated criminal sexual contact, or criminal sexual contact (N.J.S. 2C:14-2, 2C:14-3) or an attempt give a blood sample upon commencement of confinement, as a condition of sentence, or before parole/release. The founding statute for New Jersey's DNA program, convicted-sex-offender-only in scope. P.L. 1994, c. 136; approved October 31, 1994.
