Created Iowa's DNA database program by enacting Iowa Code Chapter 81, establishing the state DNA database and data bank under the Division of Criminal Investigation with an all-felon collection standard: any person who receives a deferred judgment for or is convicted of any felony must submit a DNA sample under § 81.4, along with juveniles adjudicated delinquent for qualifying offenses and persons found not guilty by reason of insanity. 2005 Acts, Ch. 158 (HF 713); DNA-profiling provisions effective on enactment.
