Amended ORS 137.076 to require a blood or buccal DNA sample from every person convicted of ANY felony, replacing the prior list of enumerated sex and violent offenses and making Oregon's felony DNA collection universal; separately directed supervisory authorities to obtain samples from persons already on parole, post-prison supervision, or probation for most felonies by June 30, 2002, and amended analysis-priority, disclosure, and juvenile-adjudication provisions. Appropriated $400,000 ($200,000 directly to the State Police and $200,000 via the Emergency Board). Ch. 852, Oregon Laws 2001 (HB 2664); approved July 27, 2001, effective January 1, 2002.
