Created Oklahoma's state DNA laboratory program: enacted 74 O.S. § 150.27 directing the Oklahoma State Bureau of Investigation to establish, by July 1, 1994, a DNA laboratory to determine DNA profiles for use as criminal evidence and to set standards and procedures; amended 74 O.S. § 150.2 to add DNA files and the DNA lab to OSBI's duties, enacted 22 O.S. § 751.1 on notice and chain-of-custody for DNA evidence, and amended the Sex Offenders Registration Act (57 O.S. § 584) to allow requiring registrants to submit a blood sample. The statute that launched Oklahoma's forensic DNA capability. Laws 1991, c. 227, § 3; emergency, effective May 23, 1991.
