Amended § 19-5506 of the Idaho DNA Database Act to add a subsection providing that, absent a warrant authorizing collection based on probable cause, no person may be required to provide a DNA sample unless convicted of or pleading guilty to a felony or attempted felony — barring warrantless pre-conviction (arrestee) DNA collection.
