Added a new section to SDCL ch. 23-5A requiring any person 18 or older arrested for a qualifying offense to provide a DNA sample upon booking (unless already in the State DNA Database), and amended §§ 23-5A-4 and 23-5A-28 to allow expungement where the triggering arrest does not result in a felony charge within one year or is resolved by dismissal, acquittal, or misdemeanor conviction.
