Added pre-conviction, arrestee-based DNA collection in New Jersey. Amended N.J.S.A. 53:1-20.20 to require every person (and juvenile) arrested for the enumerated violent offenses (the sexual offenses in subsection a and the murder, manslaughter, second-degree aggravated assault, kidnapping, and child-luring offenses in subsection d) to provide a sample before release, collected by the arresting agency; created a new fourth-degree crime for refusing collection (N.J.S. 2C:29-11) and provided expungement when charges are dismissed or end in acquittal.
