Enacted Juli's Law, amending A.C.A. § 12-12-1001 et seq. to require collection of a DNA sample — in addition to fingerprints and a photograph — from any person arrested for or charged with capital murder, first-degree murder, kidnapping, or first- or second-degree sexual assault. Established procedures for taking samples at the receiving detention facility, delivery to and retention by the State Crime Laboratory in the State DNA Data Bank, dissemination limited to criminal justice purposes, and removal of records on acquittal, dismissal, nolle prosequi, or diversion; made refusal a Class B misdemeanor. Act 974 of 2009. Approved April 7, 2009.
